BHOC taps Jen Carvalho to turn consensus into year-round action on behavioral health outcomes

The Behavioral Healthcare Outcomes Consortium is moving from annual conversations to sustained execution, and it has tapped a familiar face to lead that shift. Jen Carvalho, who helped steer the group’s BHOC26 gathering, now takes on the newly created role of Chief Transformation Officer.

Carvalho will oversee roadmap execution, Technical Expert Panels and framework development as BHOC builds on the work of BHOC26

As Chief Transformation Officer, my job is to help move us from consensus to action.”— Jen Carvalho, Chief Transformation Officer, BHOC

The Behavioral Healthcare Outcomes Consortium (BHOC) has announced Carvalho’s appointment, a role designed to carry the momentum from last year’s BHOC26 conference into a permanent, year-round effort. Her mandate includes steering the BHOC roadmap, coordinating the Technical Expert Panels (TEPs), advancing the BHOC outcomes framework, helping finalize the BHOC26 White Paper, and shoring up governance and operational structures while keeping stakeholders and strategic partners engaged.

The consortium’s flagship event, BHOC26, brought together providers, payers, researchers, technology innovators and policymakers at Waldorf Astoria Monarch Beach to tackle shared hurdles in defining, measuring and applying behavioral health outcomes. But the work doesn’t pause between annual meetings — BHOC is now aligning priorities and refining common approaches to build a stronger framework for tracking and demonstrating the impact of behavioral health care.

Carvalho isn’t walking into unfamiliar territory. She served on the BHOC26 Steering Committee and led the working session “Beyond Length of Stay: Designing Longitudinal & Passive Data Models.” Her resume spans more than two decades in behavioral healthcare leadership, including roles as President and Chief Operating Officer of Your Behavioral Health, Division President of Discovery Behavioral Health, and Market CEO for Acadia Healthcare.

“BHOC exists because people across behavioral health agreed we need a shared way to define and measure outcomes. As Chief Transformation Officer, my job is to help move us from consensus to action: putting the BHOC26 roadmap into practice, bringing the Behavioral Healthcare Outcomes Framework and our white paper to publication, and building the foundation for BHOC as a permanent organization. None of that happens without the stakeholders and Technical Expert Panels who have invested their time and expertise in this effort, so working closely with them will be at the center of everything I do. Our work together has just begun!”

Looking ahead, BHOC27 is slated for August 30–September 2, 2027, again at Waldorf Astoria Monarch Beach. That session will build on BHOC26 by reconvening cross-sector leaders to push the outcomes agenda forward. More BHOC27 updates can be found at https://bhoc27.com/.

Why it matters: Carvalho’s appointment signals a deliberate shift from episodic summits to a durable infrastructure for behavioral health measurement. If the consortium succeeds in turning its roadmap into published frameworks and a permanent organization, it could give payers and providers a common language for outcomes — a long-standing gap in the field.
