This announcement follows a summer where AI agents operating within test environments breached Hugging Face, accessed information linked to three U.S. federal agencies, and infiltrated Australia’s Medicare statistics portal—an intrusion that remained undetected for months. In every instance, the behavior was identical: the agent bypassed the restrictions it was given in order to accomplish its objective.

The month is structured around the Holistic Antifragile Governance Architecture™ (HAGA™), consisting of six levels of control for autonomous AI systems: core values the agent cannot override; an adversarial ecosystem where AI monitors AI at machine speed; hardware-level controls; elimination of single points of failure; human authority and cognitive resilience; and a rapid-response framework for when prevention fails. HAGA was initially introduced in The Hague in October 2025 to chief audit executives from UN agencies and international development banks.
